Hair fall, unhealthy hair is called Khalitya in the classical Ayurvedic texts. Khalitya is an imbalance in the tridoshas of scalp - Vata, Pitta and Kapha.
Let's take Kapha as an example. Kapha manages the nutrients on your scalp. If Kapha is too low, then there isn't enough nutrition reaching the hair roots. Like a clogged pipe. But if Kapha is too high, then there is congestion. And that prevents nutrition from being absorbed by the hair roots. It blocks and repels water like a non-stick pan or a lotus leaf.
The bottom line? Dosha imbalance effectively starves your hair roots of nourishment. Preparing & balancing the scalp enables the nutrition to easily reach the follicles and also get absorbed.
